OFFICE MEMORANDUM

Subject:- Central Civil Services (Revised Pay) Rules, 2008 - Date of next increment in the revised pay structure under Rule 10 of the CCS(RP) Rules, 2008.

   In accordance with the provisions contained in Rule 10 of the CCS (RP) Rules, 2008, there will be a uniform date of annual increment, viz, 1st July of every year. Employees completing 6 months and above in the revised pay structure as on 1st of July will be eligible to be granted the increment. The first increment after fixation of pay on 1.1.2006 in the revised pay structure will be granted on 1.7.2006 for those employees for whom the date of next increment was between 1st July, 2006 to 1st January, 2007.

   2. The Staff Side has represented on this issue and has requested that those employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 01 .01 .2006 in the pre-revised scale.

   3. On further consideration and in exercise of the powers available under CCS(RP) Rules, 2008, the President is pleased to decide that in relaxation of stipulation under Rule 10 of these Rules, those central government employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 1.1.2006 in the pre-revised pay scale as a one time measure and thereafter will get the next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP) Rules, 2008.The pay of the eligible employees may be re-fixed accordingly.

   4. In so far as the persons serving in the Indian Audit and Account Department are concerned, these orders are issued in consultation with the Comptroller & Auditor General of India.

जैसा कि उम्‍मीद की जा रही थी, रेल मंत्री दिनेश त्रिवेदी ने साल 2012-13 के रेल बजट में यात्री किराया बढ़ाने की घोषणा कर ही दी. मंत्रीजी ने भारतीय रेल की बिगड़ती आर्थिक हालत का हवाला देते हुए सभी श्रेणियों के यात्री किराए में बढ़ोतरी की है. इस साल के बजट में रेल मंत्री ने यात्री किरयों में 2 पैसा से 30 पैसा प्रति किलोमीटर की बढ़ोतरी का प्रस्ताव रखा है.
श्रेणी के आधार पर की गई बढ़ोतरी
1. एक्सप्रेस ट्रेन (जनरल)- 3 पैसा प्रति किमी
2. स्लीपर- 5 पैसा प्रति किमी
3. एसी:3- 10 पैसा प्रति किमी
4. एसी:2- 15 पैसा प्रति किमी
5. एसी:1-30 पैसा प्रति किमी
6. प्लेटफॉर्म टिकट- 5 रुपये

कितना ज्यादा किराया देना होगा-

अगर आप भारतीय रेल से देश के किसी भी कोने में 1000 किलोमीटर का सफर करते हैं. तो हर बढ़ती श्रेणी के साथ ज्यादा किराया देने पड़ेंगे. यानी अगर आपने स्लीपर का टिकट लिया है तो बजट लागू होने के बाद आपको 50 रुपये ज्यादा किराया देना पड़ेगा. वहीं यह किराया थर्ड एसी श्रेणी में 100 रुपए बढ़ जाएगा. सकेंड एसी श्रेणी में सफर करने वाले यात्री को इतनी ही दूरी के लिए 150 रुपए ज्यादा किराया देना पड़ेगा. वहीं फर्स्ट एसी में सफर करने वाले यात्रियों की जेब पर 300 रुपये का असर डालेगा.

Rail Budget: Fares hiked after 9 yrs; focus on safety, fiscal prudence

Dinesh Trivedi, presenting his first rail budget, had his task cut out. His focus, he said, was three-pronged: "Safety, safety, safety."  Following very closely behind were consolidation, decongestion and modernization.
 
So aided by poetry, quotable quotes and many mentions of his party chief and predecessor Mamata Banerjee, the railway minister today proposed the first hike in passenger fares in nine years and the highest ever annual plan outlay for the railways at Rs 60,100 crore, of which Rs 15,000 crore he said, would be from market borrowing.
 
The passenger fare hike is a bold step. The rail minister has proposed a 30 paisa per km hike for AC first class travel, a 15 paisa per km hike for AC second tier and a 10 paisa per km hike for AC third tier. Platform tickets would now cost Rs 5. 

"The proposal to rationalize the fares will cause minimum impact on the common man," the minister said. Passenger fares are likely to add Rs 36,073 crore to the railway's revenue in the next fiscal.

The hike in fares snaps a populist trend to help mend the finances of a creaking network that is a bottleneck for growth in Asia's third-largest economy. The refusal by successive ministers to raise fares has strained the ministry's finances, which in turn has sapped the amount of money available to lay new track and modernise services.

Clogged freight lines, slow delivery times and overcrowded ports have dented Indian companies' competitiveness and slowed the pace at which crucial commodities such as coal are transported -- aggravating India's power shortages.

"Indian railways are passing through a difficult phase," Railway Minister Dinesh Trivedi told parliament.

"If we do not strengthen Indian railways, I'm afraid we weaken our country," he added, in a speech that was littered with poetry and occasionally interrupted by jeers and laughter.

Mr Trivedi’s big emphasis will be on safety. This would include setting up an independent Railway safety authority and phasing out level crossings in five years among other initiatives.  

Time now, said the minister, for a national policy on railways, as he sought big financial support from the government for the world’s second largest railway network. The minister says he needs to modernize 19000 km of rail tracks; also new tracks are needed, he says, in tribal areas and backward regions of the country need to be connected. The bill for this will be an estimated Rs 6,467 crore.

The minister said that 725 km of new lines will be completed in this year and proposed 700 km of new line to be built in 2012-13. 100 stations via the public-private partnership route have been planned over the next 5-years, he added.

The minister announced the introduction of 75 new express trains and 21 new passenger trains. The introduction of Guru Parikarma train covering Amritsar, Patna and Nanded was also announced.

Addressing the key issue of rising operating ratio, Mr Trivedi proposed to bring down the operating ratio from 95% currently to 84.9% in 2012-13. Operating ratio is the amount of money spent for every rupee earned and it has been rising to alarming levels.

Subsidies vs investment debate:

Successive railway ministers have belonged to powerful regional allies of the ruling party in New Delhi, who have tended to subsidise passenger fares at the expense of freight traffic, making goods transport expensive and slow.

Earlier this month, the government raised rail freight rates by nearly 20 percent.

India's railway network is one of the world's largest, but years of low investment and populist policies have crimped growth and hindered private investment in a sector seen as crucial to the country's economic expansion.

"We need to have a system that delivers," Trivedi said.

From 1990 to 2007, which parallels India's economic rise, the country built 960 km of tracks compared with China's 20,000 km over the same period.

New trains:

*75 mew Express trains to be introduced, along with 21 new passenger services, nine DEMU services and 8 MEMU services trains.
*Route of 39 trains to be extended and frequency of 23 trains to be increased.

Hiring:

*Railways to hire more than one lakh employees in 2012-13; 80,000 persons hired last year.

Infrastructure:

*Indian Railways Stations Development Corp to be set up to re-develop stations and maintain them like airports.
*To provide rail connectivity to neighbouring countries, a new line from Agartala to Akura in Bangladesh to be set up.
*Double-decker container trains to be introduced.
*National High Speed Rail Authority to be set-up; Pre-feasibility studies on six high speed corridors completed; study on Delhi-Jaipur-Ajmer-Jodhpur to be taken up in 2012-13.

*Freight loading of 1,025 MT targeted; 55 MT more than 2011-12; Passenger growth targeted at 5.4 per cent.

रेल मंत्री दिनेश त्रिवेदी ने बुधवार को दोपहर 12 बजे संसद में बजट पेश किया। रेल मंत्री के रूप में यह उनका पहला रेल बजट है। रेल बजट 2012-13 के मुख्य बिंदु :

* रेल किराया बढ़ाने की घोषणा। आठ साल बाद बढ़ा किराया। 
* पैसेंजर ट्रेन का किराया 2 पैसे, सेकंड क्लास में 2 पैसे, स्लीपर पर किराया 5 पैसे, एसी 3 टीयर में 10 पैसे प्रति किमी, एसी 2 टीयर में 15 पैसे और एसी वन में 30 पैसे प्रति किमी यात्री किराया बढ़ाने की घोषणा। 
* इज्जत का टिकट 150 किमी तक चलेगा। पहले 100 किमी तक यात्रा कर सकते थे यात्री।
* रेल किराया बढ़ाने की घोषणा। आठ साल बाद बढ़ा किराया। 
* एसी 2,3 में एनिमिया के मरीजों को छूट। 
* रेलवे का मुनाफा 1492 करोड़, 5000 करोड़ के मुनाफे का अनुमान था। 
* 5.4 प्रतिशत यात्री बढ़ने का अनुमान।
* यात्री किराए से 36 हजार करोड़ की आमदनी। 
* वित्त मंत्रालय से लिया 3 हजार करोड़ रुपए का लोन। 
* अमृतसर-नांदेड़-पटना साहिब के बची गुरु परिक्रमा के नाम से ट्रेन। 
* चेन्नई में 75 लोकल ट्रेन चलाने का प्रस्ताव।

* बकीमचंद चटोपाध्याय की 150वीं जयंति, उनके नाम पर ट्रेन चलाने का प्रस्ताव। कोचिंग टर्मिनल भी बनेगा। 
* 45 नई रेल लाइने बिछाने का प्रस्ताव। 
* 700 किलो‍मीटर लाइनें बिछाई जाएगी। 
* रेल के लिए नई राष्ट्रीय नीत‍ि बनाने की जरूरत। 
* स्टेशन विकास से मिलेगा 50 हजार लोगों को रोजगार।
* स्टेशन विकास के लिए निगम बनेगा।
* नए कोचिंग संस्थान मुंबई और पनवेल में।
* तीन हजार किमी रेलमार्ग पर ऑटोमैटिक सिग्नल लगेंगे। 
* नए डिब्बों से हादसे में कम नुकसान होगा। 
* हादसे रोकने के लिए नए डिब्बो पर काम।
* आधुनिकीकरण के लिए मांगे 18 हजार करोड़। 
* 160 किमी रफ्तार से ट्रेन चलाने का प्रस्ताव। 
* 80 प्रतिशत ट्रेने इन 19 हजार किमी पटरियों पर।
* सिग्नल, ट्रेक, पुल, रेलवे स्टेशन, दुरसंचार पांच क्षेत्रों पर रहेगा जोर। 
* पिछड़े इलाकों में रेल के विकास से होगा विकास।
* पांच साल में 19 हजार किमी ट्रेक की मरम्मत होगी। पांच साल में मरम्मत का लक्ष्य। 
* सबसे पहले सिग्नल सिस्टम का नविनीकरण होगा। 
* दुनिया की नजर भारत पर है। भारत की नजर भारतीय रेल पर।
* देश की रगों में दौड़ती है रेल, देश के हर अंग को जोड़ती है रेल, धर्म-जाति को नहीं मानती है रेल इसीलिए सबको जोड़ती है रेल।
* हर मांग पूरी करने की कोशीश।
* रेल की मजबूती से ही देश भी मजबूत होगा। 
* हाथ की लकीरों से जिंदगी नहीं बनती, कुछ हमारा भी हिस्सा है जिंदगी बनाने में।
* हर सांसद की सलाह लेकर बजट बनाया। आम जनता की समस्या को जाना। 
* रेलवे को 10 साल में चाहिए 14 करोड़।
* बजट अगले 5 साल की तस्वीर है। 
* रेलमं‍त्री बोले, गाड़ियां बढ़ाने में दिक्कत, रेल की पटरियां कम पड़ रही है। 
* सुरक्षित तरीके से आगे बढ़ने का फैसला।
* रेल मंत्री बोले, आधुनिकीकरण का रास्ता चुना। 
* रेलवे रिसर्च और डेवलपमेंट अथॉरिटी बनाने का प्रस्ताव।

* रेलवे सेफ्टी अथॉरिटी के गठन का प्रस्ताव। यह समिति विश्व स्तरीय मानकों पर काम करेगी। 
* लेवल क्रॉसिंग खत्म करने के लिए निगम। 5 साल में खत्म होगी लेवर क्रॉसिंग। 
* रेल हादसे कम करने की कोशिशे जारी।

With reference to the Railway Board Commercial Circular No. 12 of 2012, it has been decided to increase the advance reservation period from 90 days to 120 days on experimental basis (excluding the date of Journey) w.e.f. 10.03.2012. 


There will be no change in case of certain day time Express Trains like Taj Express, Gomti Express, etc. where lower time limits for advance reservations are at present in force. There will also be no change in case of the limit of 360 days for foreign tourists
